Was India Already bankrupt under UPA II?

Yes.Reasons:-
1.Arun Jaitley told so."The Coffers are empty".
The reasons for a bankruptcy are:-
i.Weak Currency
ii.High Debt[Fiscal Deficit]
iii.Divestment.
     All the three were present under UPA II 
2.There was no money to buy the 126 Aircraft from France,This was admitted to,by UPA II.
3.Generally IMF puppets bankrupt nations.There was one IMF-puppet in a prominent position.
